For those aspiring writers, please avoid using ?! together. It is completely unnecessary and it looks like a bad typo. Just use one or the other:
“What are you doing up there?”
“What are you doing up there!”
The first shows little or no emotion from the person asking, and that could be exactly what you want in your scene.
The second shows a lot of emotion and again, if it’s what you want to convey, then that’s the way to go.
But never do this:
“What are you doing up there?!”
